No. It uses deterministic browser resizing and file construction. It can create more pixels or bytes, but it does not claim to recover real detail that was missing from the original.
Pixels describe the width and height of the image grid. KB or MB describe how many bytes the encoded file occupies. Changing one can influence the other, but they are not the same target.
You can prepare a file, but you must check the form’s latest dimensions, size range, format, and content rules. The tool cannot promise that a separate portal will accept any file.
